The Justice Anil Dev Singh Committee was constituted by the high court when schools increased the fees on the pretext of implementing the sixth pay commission. A committee formed by Delhi high court has identified 12 more private schools that are required to refund excess fees charged from the parents. The Justice Anil Dev Singh committee has identified over 400 schools till now that have to refund over Rs 750 crore.

In 2017, Delhi chief minister Arvind Kejriwal had ordered the education department to issue show-cause notices to schools that were not refunding the money to the parents. Some schools initiated the process, but most others moved the court against it.

The Delhi Parents Association has raised the issue of refund on the matter.
“The money has not gone back to the parents,” said Ashok Agarwal, a lawyer fighting the case. As the schools moved the court, there was an interim order asking them to submit 75% of the principal amount.
